Most would accept that a headline is the statement that most readers will pick up on, even if they're not much interested in the content of the story. It conveys the general message that will create a particular impression. For a media organisation with a particular agenda, the consistency of maintaining a certain theme helps deliver the desired message. We can categorize it as BRAINWASHING, and unless an individual is aware of a particular bias by the media organisation, or a wider knowledge of the topic involved, they will be subject to this brainwashing.
So lets see how the BBC has covered the Israel/Gaza conflict in terms of the headlines that appeared on their Mid-East page for the last month. I will also show how these headlines changed as developments progressed, or an editor thought of a better way (from the BBC propaganda point of view) to get the 'message' across.

I'm pretty sure you get the drift about just what the BBC agenda is all about.
No headline to indicate that it has been Hamas either refusing to enter, or breaking any ceasefire, that keeps hostilities going.
Nothing that shows Hamas have been firing missiles purposefully from built-up areas.
Nothing about the use of human shields.
Nothing about Hamas purposefully targeting Israeli cities and airport.
Nothing about the purpose of the Hamas tunnels found by Israel and the children that were used inside.
Nothing that shows the real intent and mindset of Hamas.
