Read it here this is a completely biased attack on Canada's Conservative government . Typical propaganda tactics by the left wing BBC writer, pose a question as if you are writing a balanced opinion piece in search of truth. Then paint one side as good and one side as bad.
So here the writer attacks the modern conservative government of Harper, Quoting the article directly:-
"Witness the government's increased military spending. The staunch defence of the highly polluting tar sands industry. The reduced funding for arts programmes. The "super-prisons" proposed under tough new crime laws. The steely determination to defend and exploit the country's Arctic territory - the polar bear poised to see off Russian interlopers. "
Clearly the writer is implying this is bad.
The writer then describes halcyon a Left wing Canada of Pierre Elliot Trudeau. Quoting directly:-
First elected in the late 1960s, the country's long-serving prime minister led idealistic campaigns for world peace and nuclear disarmament, dropped in on John Lennon and Yoko Ono during their Montreal bed-in and was friendly with Fidel Castro.Charismatic and unconventional, he was once photographed pirouetting in Buckingham Palace as other guests greeted Queen Elizabeth.
Trudeau may not have been a typical Canadian, yet people believe he represented the best of Canada.

Perhaps more importantly, he was a free thinker whose policies were often at odds with those of Canada's southern neighbour.
Clearly implying this is good.
So what about the good of Harper's policies? (Such as energy independence, lower crime, a growing economy despite a world-wide depression and excellent industry and job prospects?)
What of the bad of Trudeau's government? (The massive civil unrest and widespread poverty are just two of his legacies)
The article implies Left wing Pierre Trudeau as "The best" of Canada's government, and implies Harper as the worst of Canada.
