Not that I particularly care what Bill Oddie thinks or says, but presumably his view here is one that is shared by many others at the BBC.
Notice his statement that 'he is ashamed to be British because of the hooliganism and God knows what else'.
So instead of dealing with the factors that contribute to these problems, like addressing the benefit culture, and an improved education system, his solution is to compound the problem by adding more strangers within the society.
Also, instead of limiting immigration as a means of controlling population figures, he would restrict the number of children a family could have.
The lack of ability to really think things through to any extent, while clinging to dubious impositions on our society because they 'sound good' in theory, sums up the inferior BBC mindset.

Bill Oddie says large British families need to be 'contained'
The presenter believes the answer to Britain's over-population problem is restricting the size of British families rather than curbing immigration

Bill Oddie has called for Chinese-style quotas on children to “contain” large British families, as he claims curbing immigration is not the solution to the country’s over-population problem.
The Springwatch presenter suggested Britain should be imposing restrictions on the number of children British families can have rather than turning away qualified foreigners.
Authoritarian laws, introduced in 1979, banned Chinese families from having more than one child until just earlier this year, when the quota was raised to two children for some couples.
Oddie’s comments have been criticised by the migration think-tank Migration Watch UK, whose vice chair Alp Mehmet described Oddie’s proposals as “absurd”.
He said: “I’m surprised that someone as wise and decent as Bill Oddie is coming up with that sort of nonsense. What he is saying is absurd.
“He’s right, population levels are increasing, but that is largely driven by immigration, not large British families.
“The current government has been successful in bringing down the numbers of people entering the country from outside the EU to 1998 levels.
“The fact is we can control and are controlling immigration and we should continue to be aiming in that direction, rather than going down the Chinese route of limiting the number of children people can have.
“We are not that sort of country. Why we are such an attractive country is precisely because we don’t make laws saying you will have this number of children only and no more.
“Chairman Mao went down that route years ago and I think British people would be horrified at the thought of anyone suggesting we do the same here.”
Oddie made his controversial comments on BBC1’s Sunday Morning Live during a debate entitled: “Is the UK too hostile to immigration?”
The 73-year-old said: “There should just as likely be a restriction on the number of children that British people have because over-population is what you are talking about here, the big problem.
“So you say these perfectly well-qualified people can’t come in, but the woman down the road has just had her tenth baby.
“Well I’m sorry, but they are the people that really should be contained. It would make a difference.”
Oddie has three daughters from two different marriages and lives in affluent Hampstead in north London with his second wife Laura Beaumont.
Earlier in the programme he claimed he was “ashamed” to be British and described the British as being a “terrible race”.
He said: “Historically, we seem to have built up this ridiculous idea that: ‘Oh, we are British, this is our island and we don’t want anybody else in it’.
“I personally loathe that kind of chauvinism and I’m happy to say I’m not proud to be British. In fact, I’m very often ashamed to be British.
“We are a terrible race, all the hooliganism and God knows what…”
Challenged by presenter Sian Williams to leave Britain if he didn’t like it, he replied: “You don’t leave it, you’re talking like Ukip or something. For God’s sake, shut up!
“What I’m saying is that without a doubt during my lifetime I’ve seen the whole culture absolutely burgeon because of immigrants.
“I love the fact that I walk down the road in north London and down here’s an Indian shop and there’s another Indian stationers there and this one is run by someone from Iran and there’s a West Indian guy who runs that bit and we’ve got the Romanian builders next door who don’t play the radio as loud as English builders.”
